Miami, Fla. (WCJB) -- The head of Immigration and Customs Enforcement for South Florida has been arrested on child pornography charges, the Department of Justice said Wednesday. Anthony Mangione, 50, of Parkland, Florida, was charged in a three-count indictment unsealed Wednesday with transportation of child pornography, receipt of child pornography and possession of child pornography, authorities said in a statement.

During the appearance, Mangione pleaded not guilty to the charges, according to media sources. Both the prosecution and the defense requested that he undergo a psychological evaluation, and the judge approved that request.
"The government has concerns that given the magnitude of the charges, that he might melt down," his defense attorney media sources. "So there is ... real concern, and it's going to be addressed." Attempts to contact the attorney on Wednesday were not immediately successful. Mangione, a 27-year law enforcement veteran, wore a gray jumpsuit with "federal prisoner" on the back in court Wednesday, and his hands and feet were shackled, media sources reported. He made no statement during the hearing. He was being held in the Broward County jail, according to jail records. A law enforcement official who asked not to be identified because he was not authorized to speak to the media said Mangione has been on leave from his job at ICE. Media sources reported that he was placed on paid administrative leave in April amid a federal investigation into four images on his home computer he allegedly received via e-mail.
According to its website, ICE targets and investigates child pornographers, child sex tourists and facilitators and human smugglers and traffickers of minors, among others. The agency developed Operation Predator, which it describes as "an initiative to identify, investigate and arrest child predators and sexual offenders." If convicted, Mangione faces up to 20 years in prison, the Department of Justice said. He also faces a term of supervised release from five years to life following his prison sentence and he will be required to register as a sex offender.
"On the arrest of our former (special agent in charge) in Miami, we have cooperated fully in that investigation," ICE Director John Morton said Wednesday morning when asked about the case during a news conference on another matter. "We'll see how things unfold today, and beyond that, we don't have any comment." The case is being investigated by the Broward County Sheriff's Office and the FBI, the Department of Justice said. Broward County referred questions to federal authorities, and the FBI referred them to the Department of Justice.

Judge John Allen ruled Tuesday that the Vallejo woman should stand trial on felony rape charges. Killings faces six felony counts of having unlawful sexual intercourse with a minor. The sexual relationship allegedly occurred over seven months while Killings was teaching English at the Fairfield public school. The teen's alleged sexual relationship began when he was 16 in March 2010 and lasted until he was 17 in October. After school officials learned of the inappropriate relationship, Killings was placed on administrative leave. She has since quit.
Killings was arrested at the school on Nov. 9, 2010. Confronted by police, Killings made a full confession, Vallejo detective Matthew Meredith testified. But she also told police she began sleeping with the student at her Vallejo apartment only because he had threatened to tell school authorities they'd been flirting with each other.
She further told police the student demanded money, sexy photos of her as well as A's in her class when he should have gotten F's for not doing any work. Killings said the student, "a star basketball player," according to her attorney, told her he'd "ruin her career" by going public with flirtatious text messages she'd sent him if she didn't do what he wanted. Killings also told police the student demanded money -- about $450 in checks -- in exchange for his silence.
When police interviewed the teen last November, however, he denied the teacher's extortion allegations. Instead, he said their relationship had been consensual, and that she'd given him $100 in cash as a gift, Meredith said. The detective added that the teen admitted that he had received A's in Killings' class when he should have gotten F's for poor work.
In arguing for a lighter charge against his client, her attorney told Judge Allen that the student athlete was much larger than Killings, although he added that there was no indication that the teen physically threatened Killings to get her to sleep with him.
Prosecutor Ganz countered that the teacher, although smaller in stature, was in a position of power when she committed the crimes. He said the student is not suspected of doing anything wrong. Ganz also said in court he does not intend to seek a state prison sentence for Killings. The crimes could carry more than six years in prison.
The alleged victim was not at the hearing. Killings, who has posted bail, did not testify during the hearing. She declined comment afterward through Maas. Killings is due back in court Sept. 26.

VALLEJO, CA -- A Solano County high school teacher was arrested Tuesday night on suspicion of having sex with one of her students in her Vallejo home, law enforcement officials said. Felecia Killings, 27, a Rodriguez High School English teacher, was released on bail from the Solano County Jail after being arrested on suspicion of the statutory rape of a 16-year-old male student. The student is 17 now, police say. Police investigators are working to determine whether there may be other victims, officials said.
Killings, on administrative leave pending the outcome of the investigation, has been teaching at Rodriguez High for five years, Fairfield Suisun Unified School District spokesman Ron Hawkins said.
"Yesterday, it was brought to the administration's attention that there was a female high school teacher who possibly was engaged in an inappropriate relationship with a student," Hawkins said. "We contacted the Fairfield Police Department, and based on their initial investigation, they contacted the Vallejo Police Department and they arrested her at Rodriguez sometime between 5 p.m. and 8 p.m."
Hawkins said this is the first such situation he's aware of in the district since he started there in 2006.
"We want to assure the community that we take student safety very seriously," he said. "We're continuing to cooperate with the Fairfield and Vallejo police departments and will vigorously investigate all allegations of inappropriate relationships between students and staff.

Merrick's attorney described him as a well-respected person whose actions were "on the low end of the spectrum" and were part of a "very teenage sort of romance that is mutual." Merrick, 48, wiped away tears as she spoke.
Judge Nancy Davis Stark ordered Merrick to stand trial on 25 felony sex crime charges. "In my mind, this is a person who needs to be stopped right away," she said. Evidence showed that the Lafayette resident constantly texted the girl -- once 140 times in a single day. One text included a photo of his genitals, the judge said. "This is a person who probably should never teach children again," she said.
Merrick's attorney had a different view. "It appears to be a serious lapse of judgment with someone who was participating consensually," the attorney argued. She argued that there is no evidence to support the prosecutor's argument that another girl reported that Merrick massaged her thigh and back when he tutored her. "There is not a suggestion of any other child out there that has been mistreated by Mr. Merrick," his attorney said.
Schonfield said the defense was blaming the victim and disregarding the evidence. She had amended the criminal compliant in June from 17 to 26 counts, one of which is a misdemeanor.
In January, Schonfield persuaded another judge to close public portions of Merrick's upcoming trial, including the teen's testimony, because the girl suffered "negative repercussions" from an online news report that compromised her anonymity.
Stark said she found the girl to be very credible and noted that evidence shows she agonized about reporting Merrick to police because of his popularity and the effect of an on his wife and children. "She's going through all this guilt, when the person who should have felt guilt was Mr. Merrick," Stark said.

MARTINEZ, CA -- A Lafayette middle schoolteacher today pleaded not guilty to charges that he molested a 14-year-old girl during private tutoring sessions this past summer. Michael Merrick, 47, of Lafayette, has been jailed on $3.05 million bail since he was charged last week with 17 felony sex crimes and one misdemeanor. His attorney said Merrick will offer a property bond for his release. Merrick's attorney also said he will reserve comment on the case until he fully reviews discovery provided by the prosecution.

Police said Merrick sent the girl as many as 140 text messages a day, many of them of a sexual nature.
Investigators said a molestation was reported to the Lafayette Police Department on Oct. 25, 2010. Police interviewed the alleged victim, a 14-year-old who reported being molested at least three times during tutoring sessions and receiving up to 140 text messages from Merrick every day. Many of these messages were sexual in nature, police said. Detectives arrested Merrick on Wednesday. Charges against him include lewd and lascivious act with a child; exhibition of lewd material to a minor; contact or communication with a minor to commit an offense; unnatural sexual interest in a child; arrange meeting with intent [to commit a sex offense]; and distributing harmful material to a minor.
As stated above, Merrick is still being held at the Martinez Detention Facility with his bail is set at $3,050,000. Police are investigating whether additional victims are involved. In the meantime, continued expressions of [school & community] support for Merrick continue to stream into an unnamed web site. Merrick is scheduled to return to court Dec. 15, 2010 for setting of a date for his preliminary hearing on the charges.

Judge Kevin Murphy sentenced her Friday to the five years in state prison, of which she will have to serve at least half. Upon her release, she will have to serve three to 10 years' probation and register as a sex offender.
Livermore police arrested Hubbs in August on suspicion of having sexual relations with the two teenagers. According to court records, one boy's mother reported to police that she had found a nude photo of Hubbs on her son's cell phone.
The boy told police he met with Hubbs multiple times for sex acts and twice went with her to a hotel to have sex. He said he and Hubbs were involved in sexual activity from December 2008 to January 2010. He was 14 and 15 years old at the time.
During that investigation, police learned of a second boy, who said he had a sexual relationship with Hubbs from December 2010 until July. He was 14 at the time.
Investigators say Hubbs communicated with the teens through text messages and at times used her cell phone to send sexual messages and nude photos of herself. She also drove them to various locations for sex.
According to records, the boys said she gave them gifts, mostly gift cards and money.
During the sentencing, Hubbs' attorney Michael Cardoza spoke for her and told the court: "This is a case of real sadness, ..." he said. "She has accepted responsibility, and for whatever it is worth to the family, she is sorry."
Hubbs' husband of 22 years, Tim Hubbs, didn't speak in court but afterward said: "I know that my wife is totally remorseful." He added that he wants her to get the help she needs. "I still love her," Hubbs said.
The five misdemeanor charges that were dropped stemmed from an unrelated incident in June in which Hubbs was accused of driving recklessly while a group of boy passengers shot Airsoft pistols from the window of her Hummer.
Hubbs, a mother of three, has been held at Santa Rita Jail in Dublin since her arrest.

Hubbs, 42, has pleaded not guilty to 67 felony counts related to the case, including charges of sexual intercourse with a minor and lewd acts on a child.
Livermore police arrested Hubbs in August after they suspected her of having sexual relations with two teenagers. According to court records, the mother of one of the boys went to police and reported finding a nude photo of Hubbs on her son's cell phone.
The boy told investigators that he and Hubbs were involved in a sexual relationship from December 2008 to January 2010. He said he was 14 when the relationship began. During the investigation, police said they learned of another 14-year-old boy who said he had an eight-month sexual relationship with Hubbs. The boys said Hubbs gave them money and gifts to maintain their relationship.
Hubbs also faces five misdemeanor counts stemming from an unrelated separate June 2010 incident in which she allegedly was driving recklessly while a group of boy passengers shot Airsoft pistols out of her Hummer. She has entered a not guilty plea to those charges as well.
Hubbs, is the married mother of three children, according to her Facebook page. She has been in custody at Santa Rita Jail in Dublin since her arrest. Her bail has been set at $4.3 million.

Lisa Lavoie's bail was revoked in Hampden Superior Court and she was ordered to be held in custody until her sentencing hearing planned for Jan. 26, 2011. In a hearing before Judge Constance Sweeney, Lavoie lost her right to bail after it was found she violated the conditions of her release, namely that she remain drug and alcohol free.
Lavoie failed a breathalyzer test given to her Thursday night at her Ludlow residence by Ludlow police. The result of two separate tests, administered 15 minutes apart, had Lavoie blowing a .295 and a .290 on the breath test. The state of Massachusetts recognized intoxication as .08.
"A .295 is extremely high," said assistant district attorney Patrick C. Sabb. He recommended that Lavoie remain in custody until room for her can be found in a secure alcohol-treatment facility. "I don't think it is a good idea for her to remain out without strict supervision," he said. Lavoie's lawyer agreed to the conditions.

Lavoie, who pleaded guilty last month in Hampden Superior Court to three counts of statutory rape and one count of enticement of a child under 16, was arrested on a warrant issued through court probation, Valadas said. She was freed, after her court appearance last month, in lieu of $25,000 bail. Valadas had no information on the nature of the violation that prompted Lavoie’s arrest.
Coria A. Holland, communications director for the Office of the Commissioner of Probation, confirmed that Lavoie violated the conditions of her release. Holland could not provide the nature of the violation either. She said, however, that Lavoie’s conditions of release include that she obtain mental health counseling, that she have no unsupervised contact with the victim, that she have no unsupervised contact with children under 16 and that she remain drug- and alcohol-free.
Holland said that Lavoie was wearing a GPS monitoring bracelet and that she was not allowed to leave her home except for legal, medical or employment purposes. Lavoie has been ordered to appear in Superior Court to answer to the violation. Holland said.
Sentencing for Lavoie on the statutory rape case, which will be before Judge Cornelius J. Moriarty, has been set for Jan. 26, 2011. Prosecutors have said they will recommend that she serve a three- to five-year state prison term. The boy, who was 15 when he fled the region with his one-time teacher in February 2009, has asked the judge to spare Lavoie time behind bars.
Lavoie's Defense lawyer has said he will ask for a sentence of probation as well as time served, which amounts to 10 days Lavoie spent in jail after her arrest in West Virginia and before she was released on bail.

GREENWOOD, Del. - (WCJB) -- A high school athletic director in Bridgeville, Delaware is facing a number of charges after police say he conducted a sexual relationship with one of his students.

32-year-old Derek J. Lofland (pictured above, center) was arrested Tuesday at his Greenwood, Delaware home. Lofland is a gym teacher and the Athletic Director for Woodbridge Junior-Senior High School.
Investigators say Lofland developed a relationship with a student back in April of 2010. The relationship initially started off as a friendship, but escalated when the teen, now 17, began assisting Lofland in his office within the high school in May of 2010.
The relationship allegedly led to Lofland engaging in inappropriate sexual contact with the teenager while on school grounds as well as at his Greenwood home.
Police say Lofland also texted the victim explicit sexual messages from his cell phone.
Lofland is facing a number of charges, detailed as followed:
• 3 counts Rape Fourth Degree;
• 4 counts Sexual Solicitation of a Child Under 18 to Engage in Prohibited Sexual Act; and
• 16 counts of Unlawful Sexual Contact Second Degree.
He is currently being held at the Sussex Correctional Institute on $86,000 secured bond.

A former sheriff's deputy was sentenced to three years in prison after he admitted to having sex with a 13-year-old Belmont County girl. Kevin Farr, 43 (pictured above, center) and a father of four, used to be a deputy in the Wabash County, Indiana. Local officials said about a year ago, Farr traveled nearly six hours to meet the teen, who he met online.

Farr and the girl had an online relationship for nearly two years. Belmont County Sheriff's Department Detective Ryan Allar said, "At first, he claimed that he believed she was 18 years of age. Luckily for us, prior to making the very long trip up there, we were able to uncover a photograph."
The photo was one Farr took of himself and sent to the girl on her 13th birthday. After their sexual encounter, officials said Farr drove the girl to Zanesville, which is nearly 60 miles from her home.
Farr's charge of unlawful sexual conduct with a minor is a second-degree felony that carried a maximum five-year sentence. After Farr serves his three years, he will have to register as a tier 2 sex offender twice a year for 25 years. Farr had pleaded not guilty to the charges 10 months ago, but changed his plea once DNA and other evidence came to light.

L.A. Unified School officials and the Los Angeles Police department knew Rooney was under suspicion of having sex with a student. However, he was transferred to another campus where he found more victims. The case came to highlight serious deficiencies in how the Los Angeles Unified School District handled problem employees. Rooney was arrested last year on suspicion of sexually assaulting a 13-year-old Markham student. It was soon discovered that the LAPD had told district officials in 2007 that Rooney was suspected of having sex with a Foshay student. Police told senior district officials that they had found evidence in Rooney's home of the sexual relationship.

On Monday, the student had a message from Buck that read "Round U. I'm the happiest and now the horniest when I'm around U... I can't quit thinkin bout kissin u and hopin for the chance to do it again," according to the police report. The 15-year-old student told police that Buck started talking to her about personal problems he was having with his wife in April.
"Mr. Buck and the female actually became acquainted when she was a student in his class last year," said Police Sgt. Jennifer Wardlow. "Through the summer months they did stay in contact in part by text messages and phone calls."
The student told police she had several meetings this summer with Buck during which they kissed, according to the report. "Ultimately there was an inappropriate physical relationship between these two," Wardlow said.
The student also told police that last week she invited Buck to come over to her cousin's where she was staying and asked him to come to the bedroom with her. She took off both of their pants and they began to kiss when Buck said he shouldn't be there and left, according to the report. The Millwood school district is located in northeast Oklahoma City.

He previously taught at Clyde Boyd Middle School and Central Junior High in Sand Springs and at Sapulpa Middle School. He also had been a special education paraprofessional, working with middle school students in Jenks Public Schools and with high school students at Edison Preparatory School in Tulsa.
Tulsa Public Schools Superintendent Keith Ballard had recommended July 20 that the school board fire Gisler. The teacher did not attend Monday’s school board meeting, at which he was to have had a due-process hearing.

Penalty is not less than two years and not more than 20 years and up to a $10,000 fine, Dickie said. “These are very serious allegations and the entire situation is upsetting to us all.
