An 18-year veteran of the Norwalk Police Department has been placed on administrative leave after he was arrested Friday by Greenwich Police for allegedly sexually assaulting a minor. Officer Anthony Santo, 42, turned himself into the Greenwich Police Department on a warrant for second-degree sexual assault and risk of injury to a minor. Greenwich Police said the arrest stems from a three-month long investigation into the sexual assault of a minor and would not divulge further details about the arrest.Norwalk Police Chief Harry Rilling said the arrest is related to an incident that occurred five or six years ago at a home in Greenwich. He could not give details of the arrest because the investigation is ongoing. Rilling said the department will await the outcome of the criminal investigation before deciding whether to take further action in the matter. "He's been a member of the department for quite some time," he said. "We've never had any complaints about him from the community or his fellow officers."
Sources close to Corrupt Justice said the sexual-assault victim may have only recently revealed the allegations to police. Under Connecticut state law, the statute of limitations to file a rape charge is 30 years after the incident occurred. Friday's (October 2, 2009) arrest marks the third time in three years that a Norwalk police officer has been charged with sex crimes. Former Lieut. Thomas Cummings was arrested in January 2008 on multiple charges stemming from accusations of inappropriate sexual contact with two teenage boys. Former officer Ray DeCamillo was recently released from prison after serving a nine-month sentence for sexually assaulting a 20-year-old Norwalk woman while on duty in 2006. He registered on the New Canaan sex-offender registry in September.

A Brevard County sheriff's deputy accused of raping a 13-year-old girl. Carl E. Graves, 47, is charged with six counts of sexual battery and three counts of molestation. Each charge is a second-degree felony, punishable by up to 15 years in prison. Sheriff's deputies arrested Graves in May 2007, a month after his former girlfriend went to police with allegations that she caught the Cocoa man holding her daughter against a wall and trying to kiss her, according to an arrest affidavit.
Police said the teen told them that the sexual contact progressed from inappropriately touching her during trips to buy the girl candy, soda and cigarettes to forcing her to have sex at least twice in summer 2006. Graves (pictured left) admitted to the sexual contact during a police-recorded telephone conversation with the girl, the arrest affidavit said.Attorneys are preparing to go to trial next week in the case. His attorney, an assistant public defender, was not available Thursday for comment.
Sheriff's officials said the former road patrol and the K-9 unit officer was fired in February 2007, prior to the rape allegations, for making defamatory statements about his colleagues and the sheriff's office. During his employment, Graves also had been disciplined for approaching an undercover officer who was posing as a prostitute, visiting a strip club while on duty, frequenting bars during work hours and allegedly touching a juvenile female inappropriately during a traffic stop.

The former owner of the Wilmington private police agency Inter-Pol won't be prosecuted in Superior Court on child sex abuse charges because he already faces federal prison time. State charges against 45-year-old Joseph Guarascio (pictured left) that include statutory rape have been satisfied with his guilty plea last week in federal court on charges of manufacturing child pornography, prosecutor Connie Jordan says. The former New York police officer was arrested last October 2008 after a 14-year-old girl reported she had been sexually assaulted. Forensic analysis of Guarascio's cell phone and computer revealed another underage victim and over three thousand images of child pornography.
He could serve up to 30 years in prison when sentenced in January 2010 on the child pornography charges.

A former NYPD officer and owner of a local private police force is facing charges for statutory rape. 44-year-old Joseph Guarascio was arrested after local police received a complaint and later charged him with statutory rape. Guarascio made his first appearance in District Court Tuesday from inside the county jail. Guarascio faces five charges including taking indecent liberties with a 14-year-old child and statutory rape. The witness to the charges is a 17-year-old girl whose grandfather had tried to place a restraining order against Guarascio for his contact with her.Prosecutors asked the judge to increase Guarascio’s bond because they fear he may flee and the sitting judge agreed and raised the bond from $150,000 to $500,000. Guarascio founded Inter-Pol Special Police services, a private security force operating out of Wilmington, NC. Guarascio was chief of the agency, but stepped down earlier this year after he was convicted on charges of forgery and impersonating an officer. Guarascio is appealing that conviction.

A Macon police officer indicted on multiple sex charges was granted a bond of $10,000, put under electronic monitoring and ordered to have no contact with the alleged victim or any children under 18 Thursday at the Houston County Courthouse. The alleged incidents occurred between April 19, 2006, and Sept. 2, 2009, according to Houston County arrest warrants.
Senior Assistant District Attorney David Cooke argued against bond, citing White’s criminal background. White served eight years of probation for selling cocaine as a first offender and was also charged with driving with a suspended license. “We’re concerned for the safety of the community,” Cooke said. He also said the alleged victim was able to provide details about White’s genitalia that matched a search warrant photo.

MACON, Ga. - Macon police say an officer has been placed on administrative leave after he was arrested on multiple sex charges in Houston County. Police said in a statement released Friday that 33-year-old Antonio J. White of Warner Robins is charged with rape, incest, aggravated child molestation, aggravated sexual battery, statutory rape, cruelty to children and child molestation.Sheriff's deputies arrested White around 6:40 p.m. Thursday. He was arrested while on duty. He was being held Friday at the Houston County jail without bond. Houston County arrest warrants allege that the crimes occurred between April 19, 2006 and Sept. 2, 2009. White's lawyer says the allegations are untrue. White was hired as a Macon police officer in September 2007 and has mostly been assigned to patrol.
He is the third Macon police officer arrested in the past two months.
Dustin Lee Harris, of Gray, was arrested Aug. 3, 2009 on charges of stealing money while searching a car. Hired in March 2009, 28-year-old Harris was fired before he completed employment probation, according to the department.
Dennis Benjamin Wood, 32, of Macon, resigned soon after his July 30, 2009 arrest for making harassing phone calls to his wife. He previously was arrested Nov. 28, 2008, for misdemeanor cruelty to children, theft and family violence-related simple battery. Those charges were dismissed, and he was reinstated until his arrest in July 2009.

JAMES CITY — A longtime correctional officer at the Virginia Peninsula Regional Jail was arrested Tuesday and charged with having sex with an inmate at the jail. Letica Stagg, a female officer, age 41, was arrested at a residence in Newport News and charged with [unlawful] carnal knowledge of a prisoner by a correctional officer, a Class 6 felony. No rape is alleged because she is a woman. Mike Spearman of the James City Police said the alleged sexual encounter occurred Sept. 3, 2009 and involved a 33-year-old male inmate. It’s unclear whether the inmate filed a complaint or if their encounter was discovered by someone else. The details of the encounter were not disclosed by jail officials. Spearman said the jail notified police of the misconduct following an internal investigation in which Stagg made certain admissions regarding the incident to jail administrators.
Assistant jail administrator Sherry Castellaw declined to comment, saying the investigation had been turned over to James City Police. Castellaw said that Stagg was employed at the jail for five years and that her employment has since been terminated. Virginia law defines [unlawful] carnal knowledge of a prisoner as a sexual act between a correctional officer and inmate without the use of force, threat or intimidation. This is the second time in five years that an officer at the jail has been accused of sexual contact with an inmate. In 2004, Michael Steele was arrested and charged with carnal knowledge of a prisoner by a correctional officer and forcible sodomy. The charge stemmed from an accusation that Steele had forced a female inmate to perform oral sex on him. Steele was convicted of forcible sodomy and sentenced to 12 years in prison. A New Jersey judge has dismissed animal cruelty charges against a cop accused of committing a sex act with young cows, saying a grand jury had no way of knowing whether the animals were "tormented." Moorestown police officer Robert Melia, who is currently suspended, allegedly engaged in oral sex acts with five calves in Southampton in 2006. Since New Jersey currently has no law explicitly banning such an act, prosecutors in Burlington county brought animal cruelty charges against Melia.Judge Morely said it was questionable that Melia's acts, though "disgusting," constituted animal cruelty. "I'm not saying it's OK," Morely said. "This is a legal question for me. It's not a question of morals. It's not a question of hygiene. It's not a question of how people should conduct themselves." The dismissal reportedly irked the prosecution. "I think any reasonable juror could infer that a man's penis in the mouth of a calf is torment," a Burlington County assistant prosecutor, Kevin Morgan, said. "It's a crime against nature."

The judge's dismissal does not mark the end of Melia's legal woes. He, along with girlfriend Heather Lewis, was arrested in April 2008 for sexually assaulting three girls over a five-year-period. Authorities investigating those charges reportedly uncovered videos on his computer of a girl being "subjected to sexual activity" in addition to taped encounters between Melia and the calves.
