Berkeley, CA ~ United States -- The University of California at Berkeley School of Law, has named Law professor Melissa Murray as the interim dean. She succeeds former Dean Sujit Choudhry. Choudhry resigned from the position following allegations that he had sexually harassed his executive assistant. However, Choudhry remains on the law school faculty under the university’s tenure policy. Choudhry resigned as dean on March 10 following allegations that he sexually harassed his executive assistant for months in 2014 and 2015. The university released a report corroborating the claims and docked his pay by 10 percent while ordering him to pursue counseling.

Meriden, Connecticut (WCJB) ~ United States -- Dashcam footage shows officer John Slepski swearing at and threatening the man after attending a call-out with officer John Slezak in the city of Meriden, Connecticut, in September last year. Climbing out of his patrol car, Slepski can be heard calling the man a 'fucking asshole' before telling Slezak: 'I think we ought to just fucking pop him.' Throughout the film, released to the media, Slepski is captured on audio and video from his patrol car that turn on automatically when the flashing lights are on. Because Slezak did not active his car's lights, there is no audio or video recording from his side.

New Orleans, LA (WCJB) ~ United States -- On September 4, 2005, New Orleans police received a call from an officer at Danziger Bridge reporting gunfire. Several NOPD officers—including Sgt. Kenneth Bowen, Sgt. Robert Gisevius, Officer Anthony Villavaso, and Officer Robert Faulcon—arrived at the scene in a Budget rental truck. They proceeded to open fire with assault rifles and a shotgun on an unarmed family, the Bartholomews, who had been walking to a grocery store and were then sheltering behind a concrete barrier. 17-year-old James Brissette—a family friend—was killed, and four other people were wounded. The police shooters stated that while approaching the bridge, they had been fired on by civilians, and were forced to return fire. Homicide detective Arthur "Archie" Kaufman was made the lead investigator on the case. He was later found guilty of conspiring with the defendants to conceal evidence in order to make the shootings appear justified, including fabricating information for his official reports on the case. NOPD lieutenant Michael Lohman also encouraged the officers to "provide false stories about what had precipitated the shooting" and plant a firearm near the scene. (Click here for video)

Aiken, S.C. (WCJB) ~ United States -- A horrifying new dashcam video shows at least one white member of the Aiken, S.C. Police Department search inside a black man’s rectum for the apparent crime of being a passenger in a car with paper tags, which, it bears noting, is not a crime in the state of South Carolina. Driving a car with paper tags isn’t illegal either, as long as they aren’t expired. The car belonged to a woman named Lakeya Hicks, who had the paper tags because she had recently purchased the vehicle. Hicks’ tags weren’t expired, and a check on her license came up clean. However, the cops didn’t let her go. (Click here for video)

Brooklyn, NY (WCJB) ~ United States -- When an unmarked police car drove very close to mailman Glenn Grays in Brooklyn, Grays shouted at the car. Four plainclothes officers got out of the car and started to handcuff him. Grays initially tried to resist, and one of the officers said “Stop resisting! You’re going to get hurt if you don’t give me your fucking hands.” (Click here for video)

New York ~ United States -- Opening statements and testimony began this week in the long-awaited trial of New York City police officer Peter Liang for the killing of Akai Gurley, an unarmed 28-year-old African-American man walking down the stairs in his apartment building, part of the Louis H. Pink housing projects in the East New York section of Brooklyn. Jury selection in the case was completed last week. Gurley died more than 14 months ago, on November 20, 2014, as two cops were making a “vertical patrol,” checking the stairwells in the high-rise building. As Brooklyn Assistant District Attorney Marc Fliedner put it, opening the prosecution’s case, “Akai Gurley is dead today because he crossed paths with Peter Liang.” Liang was indicted by a Brooklyn grand jury on manslaughter and other charges last February, and both prosecution and defense agree on the immediate events that led to Gurley’s death.(Click here for video)

Chicago, IL -- Surveillance video (Click here for video) in connection with a Chicago police officer's fatally shooting 17-year-old Cedrick Chatman was released today by attorneys for the teen's family. A federal judge ordered the release of footage showing the 2013 shooting today after the city withdrew its objection to its being made public. Chicago police officer Kevin Fry fatally shot Chatman Jan. 7, 2013, in broad daylight during a foot chase, according to court records. Chatman’s family had fought for the video to be released as part of a wrongful death lawsuit they filed over the shooting against the city, Fry and Chicago police officer Lou Toth, who pursued Chatman along with Fry during the foot chase. Family members have argued the video will counter the city and police’s narrative that the 17-year-old was a danger to police. IPRA concluded the officers' actions were justified because they reasonably believed Chatman was armed at the time.

Brooklyn, NY -- A newly-released surveillance video (Click here for video) contradicts an undercover NYPD police officer who arrested four people in Brooklyn for allegedly trying to rob him on Dec. 26, 2015, according to a defense lawyer. Jean Scott, 33; Peterson Duplan, 28; Ricardi Joseph, 29; and Samantha Dabel, 24, said that they were approached by a man who tried to buy drugs from them at a hardware store. The undercover cop was identified as Winston McDonald, who testified in court that Duplan allegedly flashed a switchblade at him outside of the store, and said, "Give me your money or I will stab you," according to court papers.

Forth Worth, TX -- The mother of ‘affluenza’ teen Ethan Couch was ordered released from a Tarrant County jail cell after a bond hearing this afternoon. She may be leaving the jail soon. Judge Wayne Salvant ordered her bond reduced to $75,000 with several conditions. The conditions include weekly visits with the Community Supervisions and Corrections Department of Tarrant County. She is also not to consume alcoholic beverages or use social media. “Let’s look at it for what it is, I understand everyone is concerned and there is outrage in the community… but as a judge I have to look at the law,” said Judge Salvant. Couch and her lawyers were present at a 2 p.m. bond hearing at the Tarrant County Justice Center hoping to have her bond reduced. It was originally set at $1 million since she was charged with Hindering Apprehension of a Felon. (Click here for video)

Salt Lake City, Utah -- Exactly one year after a man was shot and killed during an altercation with a Salt Lake City Police Department officer, a former Davis County Sheriff says new video (Click here for video)footage indicates the officer's actions may not have been justified. Stunningly, Hartnett can be seen in the video getting out of his patrol car and chasing down the shooter after being ambushed. Officials say Hartnett is in critical but stable condition.

Miami, FL ~ USA -- A Florida jury began weighing on Tuesday whether a man who killed his wife and posted a photo of her blood-spattered, lifeless body on Facebook committed first-degree murder. Attorneys for Derek Medina, 33, argued that he was acting in self-defense when he fired eight shots at Jennifer Alfonso, 27, in the kitchen of their Miami-area residence. The August 2013 shooting followed a fight in which she had threatened to leave, prosecutors said during closing statements. They argued that Medina retrieved a .380-caliber pistol from his bedroom and pulled the trigger repeatedly in a premeditated act of murder. "Every single shot hit her because he was aiming and he wanted her dead," said Assistant State Attorney Leah Klein in Miami-Dade County circuit court. Medina wrote on Facebook shortly before turning himself in: "I'm going to prison or death sentence for killing my wife. My wife was punching me, and I am not going to stand any more with the abuse so I did what I did," he added in the post. (Click here for video)

Montgomery County, Pa. -- Bill Cosby, the comedian and entertainer once known as “America’s dad”, appeared in court (Click here for video) to face his first criminal charge for sexual misconduct on Wednesday, for an incident in which he allegedly drugged and violated a woman who considered him to be her mentor. In a hearing lasting less than 10 minutes, Judge Elizabeth McHugh read out the three second-degree felony charges of aggravated indecent assault. He did not appear visibly moved; when asked if he understood the charges, he replied simply: “Yes.” Bail was set at $1m, of which Cosby will have to pay 10% on Wednesday. Cosby faces up to 10 years in prison for each charge.

Oklahoma City OK ~ USA -- A former Oklahoma City police officer was convicted Thursday of 18 of the 36 counts he faced, including four counts of first-degree rape, related to accusations that he victimized 13 women on his police beat in a minority, low-income neighborhood. Daniel Holtzclaw, 29, sobbed (Click here for video) as the verdict was read aloud. He could spend the rest of his life in prison based on the jury's recommendations, which include a 30-year sentence on each of the first-degree rape counts. Among the other charges he was convicted of were forcible oral sodomy, sexual battery and second-degree rape. The jury, which deliberated for about 45 hours over four days, recommended he serve a total of 263 years in prison. The judge will decide later whether he will have to serve the sentences consecutively.

The Oakland Unified School District Board selected Sgt. Barhin Bhatt as the temporary successor to former Chief Pete Sarna, who resigned last week amidst allegations that he racially abused fellow officers. However, Sgt. Bhatt’s role in the fatal shooting of 20-year-old Raheim Brown on January 22, 2011 outside a Skyline High School social event prompted an outcry from Brown’s family and some local activists after his appointment became public. According to initial news reports, the two officers approached Brown and a female friend sitting in a parked car outside the Joaquin Miller Community Center in the Oakland hills.

Bhatt (pictured left, holding gate) shot and killed Raheim Brown, a 20-year-old man who was in the passenger seat of a car parked on the side of the road with its hazard lights on. Bhatt fired his weapon at near point-blank range multiple times at Brown, including twice in the head. Bhatt alleges that he fired at Brown in defense of his partner, Sgt. Jonathan Bellusa, whom he says was stabbed by Brown with a screwdriver. Brown was sitting in a car with the door closed.

According to the district's former chief (Pete Sarna), the two officers approached the car to investigate, and Bhatt began shooting when he saw Brown (pictured left) stabbing the other officer with a screwdriver. Bellusa, whom Brown allegedly stabbed, was never treated for any form of wound, either by paramedics on the scene or by physicians at a hospital. According to Oakland Schools Police, the Honda Brown and his friend were sitting in turned out to be stolen and a handgun was found in the car. Police said they didn't learn until after the shooting that the car had been reported stolen.

(Two brothers, OPD Motorcycle Officer Greg Bellusa and Oakland Public Schools Police Sgt. Johnny Bellusa.)

The Oakland Unified School District cleared Bellusa and Bhatt of wrongdoing in the Brown shooting. In May, the Oakland school district's general counsel said an internal affairs investigation conducted by a consultant retained by the district concluded " ... there is no basis for determination that any district policies, practices and regulations have been violated in this case." A civil suit against both officers is pending in federal court. A prior demonstration outside the OUSD offices on August 10, 2011 called for the termination of Bellusa and Bhatt for the Brown shooting. Oakland Unified spokesman Troy Flint said the school board will not terminate either officer. “They’re been exonerated in our eyes for their actions,” he said yesterday. "Despite all the controversy around the department, Bhatt did an admirable job in some unfavorable circumstances," Flint said.

August 16, 2011

The politically connected police chief of the Oakland public schools has been placed on paid administrative leave for allegedly hurling a series of racial slurs at fellow officers - then trying to cover up the incident - following a day of drinking at a charity golf tournament. Police Chief Pete Sarna, 41, told officials that his use of the word "n[igger]" was offhanded and intended to be funny, sources tell us. But San Francisco attorney Joe O'Sullivan, who is representing a white officer who filed a complaint with the school district, says the episode was anything but comic.

As O'Sullivan tells it, it started when Sarna invited three school district officers and a civilian staffer who works for him to play in a charity Oakland police golf tournament at the Sequoyah Country Club in the Oakland hills in mid-July. As the group was headed home afterward through the Caldecott Tunnel, O'Sullivan said, Sarna turned to an African American sergeant and began cursing him, saying no blacks should be allowed to live in Orinda and that "the only good n[igger] is a dead n[igger] and they should hang you in the town square to prevent any other n[igger] from coming in the area."

"There was no trigger for it - he just blurted it out," O'Sullivan said.

The attorney said the outbursts continued when they reached a white sergeant's home in Lafayette, where Sarna allegedly directed insults at his colleague's children. He let loose with more slurs at an Asian American officer as he was being driven to his home, O'Sullivan said. Several days later, after word went around the department that a complaint had been lodged against Sarna, O'Sullivan said the chief drove the African American sergeant to a secluded location and told him, "What happened didn't happen."

Troy Flint, spokesman for the Oakland Unified School District, declined to discuss specifics of the incident. But he confirmed that Sarna had been placed on paid leave pending completion of a personnel investigation. Sarna declined to comment while the probe is continuing.

One person who knows Sarna well described him as someone who has been deeply dedicated to Oakland's youth, and its black community in particular. He noted that Sarna's wife is African American.

(Peter Sarna II (r.) a former Oakland police lieutenant with close ties to Gov. Jerry Brown (both pictured above).) This isn't the first time Sarna has faced troubles. After a promising career at the Oakland Police Department, Sarna was named by then-Attorney General Jerry Brown to a $132,000-a-year job in the state Justice Department, helping to oversee hundreds of employees. He was forced to resign in August 2007, however, after crashing his state-owned vehicle and being cited for misdemeanor drunken driving. Sarna's father, Peter Sarna, Sr., was a former captain in the Oakland Police department.

He resurrected his career two years later, in June 2009, when he was named police chief of the Oakland schools, overseeing more than a dozen officers.

Corrupt Justice™: We note that White men have been sleeping with Black Women since the inception of Slavery. Black females were imported as slaves to breed additional slaves; and to provide forced sexual favors for White men. Simply because a White male is married to a Black woman, or has sexual relations with her, does not mean he is not a racist. After slavery, Jim Crow and the continual raping of Black women by White men, such statements demonstrate one's ignorance and are utterly offensive. White men have historically and presently view Black women as sex chattel. The large number of White Suburban (married) men who frequent Oakland's thriving sex trade are proof of this fact (and/or consistent belief).

Hard Headed Loman!

October 12, 2010

OAKLAND -- A former deputy police chief demoted to lieutenant after a sexual harassment investigation is on administrative leave while the department probes allegations he allowed his girlfriend to drive a police vehicle that was involved in a wreck in Napa County, police and other sources confirmed Monday.

Police sources confirmed that Lt. Jeff Loman (pictured above, left) is under investigation by the Internal Affairs Division for possible policy violations. Authorities identified the woman driving the car as Priscilla Yambao, a civilian employee of the department.

The internal probe began last week after the California Highway Patrol notified Oakland police they were investigating a collision involving an unmarked Oakland police car driven by Yambao and another car about 4:30 p.m. Oct. 7 on Bucks Canyon Road in unincorporated Napa County.

The CHP said Monday that a Oakland police vehicle driven by Yambao crossed a double line and collided head-on with a Honda. The Honda driver was hospitalized with minor injuries. Yambao was also injured but sought her own medical aid, the CHP said. Neither driver had been drinking and the crash is still under investigation, the CHP said.

No one else was in either of the vehicles.

Loman, who sources said was off duty when the accident happened, was placed on administrative leave Friday. It was not known Monday if Yambao is under internal investigation.

Loman's current assignment is patrol division watch commander in East Oakland. Watch commanders are usually not allowed to take police vehicles home with them either at night or on their days off, but Loman apparently had, police officials said.

Loman's attorney acknowledged Monday that Loman was being investigated and that she is awaiting full details of what happened. "It is hoped that the department will conduct a full, fair and complete investigation because things are not always as they seem when allegations are initially made," she said.

Loman was demoted in May 2009 after he was investigated for allegations of sexual harassment, divulging confidential information and untruthfulness. It was never confirmed which allegations were sustained by internal investigators. Usually, if one instance of untruthfulness is found, the officer is fired.

That investigation resulted from a complaint filed in November 2008 by a female sergeant, who later was promoted to lieutenant. She had said she'd become uncomfortable when Loman discussed meeting her for dinner to talk about a possible promotion.

Loman was believed to be the highest-ranking officer in department history to be demoted because of a disciplinary matter.

Before becoming a deputy chief in early 2008, Loman had been a captain commanding the Criminal Investigation Division.

He had been a K-9 handler as an officer and, as a sergeant, a homicide investigator.

UC Berkeley will choose its next police chief from a pair of East Bay law-enforcement veterans. The university's assistant chief, Mitch Celaya, and Oakland Deputy Chief David Kozicki are the finalists to replace retiring Chief Victoria Harrison, who will step down by July 31, said UC Berkeley spokesman Dan Mogulof. The two men are undergoing extensive background checks that could take several weeks, Mogulof said.

C.J. Note: Loman (who is black) gets demoted; Longmire (who is also black) gets recommended for termination; and Oakland Deputy Chief David Kozicki (who coincidentally happens to be white) gets lined up for a promotion at the racist University of California (Berkeley, et. al.)

Chauncey Bailey would probably be alive had the Bakery raid not been delayed to accomodate Kozicki's vacation.

Correction/Update

Lieutenant Jeff Loman

[Oakland] Police

May 19, 2009

Jeff Loman, the former deputy police chief who was the subject of an investigation stemming from a sexual harassment complaint, has been demoted two ranks to lieutenant and return[ed] to work May 18, 2009. Loman had been on paid administrative leave since Feb. 3, 2009. It is the first time in recent memory anyone in the Oakland Police Department has received a two-rank demotion, though some had expected Loman would face even tougher punishment — possibly termination.

"We're pleased that he's returning to work," said Alison Berry Wilkinson, Loman's attorney. As to the demotion, "I can't comment on it, because I don't know what they've sustained" from the investigation. Loman was facing allegations of harassment, divulging confidential information and untruthfulness, Berry Wilkinson confirmed. She said she is certain the untruthfulness allegation was not sustained, because if it was, she said, Loman would have been fired.

The situation dates to November (2008) when a female sergeant, who later was promoted to lieutenant, filed a complaint after becoming uncomfortable when Loman (pictured right) discussed meeting her for dinner to talk about a possible promotion. The female lieutenant has not been identified by name.

Her attorney, John Scott, also did not have many details on the investigation's conclusion. "I don't have all the details about what allegations were sustained," he said.

Acting police Chief Howard Jordan and City Administrator Dan Lindheim declined to discuss the situation because it is a personnel matter. The female lieutenant has not filed a lawsuit or claim against the city, though Scott said she is "keeping her options open" on possible legal action.

Loman is believed to be the highest ranking officer in department history to be placed on administrative leave because of a disciplinary matter. The demotion means a significant pay reduction. He earned a base salary of $172,689 and total compensation of $202,142 in the 2008 calendar year, salary data show. Police lieutenants earn base salaries of about $125,000, the data show.

Loman also faces possible discipline for his role in overseeing the department's investigation of the killing of journalist Chauncey Bailey in 2007, when he was the captain in charge of the criminal investigation division. The demotion was unrelated to that investigation.

C.J. Note: Loman should be fired to restore the Department's Integrity with the piblic. His demotion reeks of the "good ole' boys" network, ... at work!

Jeff Loman, Deputy Chief of [Oakland] Police

Question: Is Deputy Chief Loman beyond reproach?

A female sergeant has filed a sexual harassment complaint against Deputy Police Chief Jeff Loman [pictured right, of the Oakland, CA police department], one of the department's highest-ranking officers. Loman, who oversees the Bureau of Services, is still working his official duties.

The sergeant is on a list to be promoted to lieutenant. Sources said she filed the complaint after becoming uncomfortable when Loman reportedly discussed meeting her for dinner to discuss a possible promotion (called: Quid Pro Quo Sexual Harassment).

Assistant Chief Howard Jordan confirmed a probe is under way. "We want to be fair and be transparent about it," he said. "And that's why we have an independent investigation." Sources have said an agreement may be in the works to prevent the complaint from becoming a lawsuit against the department or the city.

Loman is also among the officers under probe in the department's handling of the investigation into journalist Chauncey Bailey's killing in August 2007. (Source: Harry Harris and Kelly Rayburn of the Oakland Tribune (Posted: 01/06/2009 07:25:59 PM PST/Updated: 01/07/2009 06:33:53 AM PST).)

The Chauncy Bailey Investigation

The Oakland Police internal affairs and state Department of Justice investigations into the handling of journalist Chauncey Bailey's killing have expanded beyond that case's lead detective to now include two top city police officials, according to sources with knowledge of the matter.

Deputy Chief Jeffrey Loman and homicide Lt. Ersie Joyner (pictured left) are now under investigation along with Detective Sgt. Derwin Longmire (pictured below-right), sources said Friday. The local probe is now focused on whether Loman and Joyner improperly supervised Longmire's handling of the Bailey investigation. That information will be turned over to state investigators.

At the time of Bailey's killing, Loman was a captain in charge of the Criminal Investigation Division. Joyner reported to him. The two were former homicide-unit partners. Sources said the two men and Longmire are close personal friends. (Source: The Chauncey Bailey Project.)

The OPD Bureau of Services

The Warrants division, which is under the Bureau of Services Division, is under the command structure of Loman. Accordingly, he is in charge of the procurement of Warrants in an oversight position. However, the controversy before this one included OPD officers obtaining arrest & search warrants with knowingly false affidavits.

The lawsuits continue to pile up against the Oakland Police Department over wrong statements made on search warrants used in narcotics cases.
A second federal lawsuit has been filed against the department by Harold Johnson, 52, and Veodies Works, 51, two East Oakland men who say their homes were raided by officers with bogus search warrants.

According to the Oakland Tribune, the heart of the problem lies in the department’s admission that several of its officers gave “misstatements” to judges about the testing of drugs bought on the street as they sought search warrants for the homes of small-time drug dealers.
